Abstract
Administrasi sipil adalah salah satu bagian yang paling penting dan berdampak ketika mengadopsi SI / TI. Dengan digitalisasi, administrasi sipil dapat menyediakan layanan yang lebih cepat, aman, dan nyaman bagi warga negara. Pengadopsian SI / TI untuk bagian itu di Indonesia meningkat setiap saat tetapi dengan kurangnya dana dan keahlian di seluruh Indonesia membuat pengembangan E-government tersendat. Baloi Indah yang terletak di Batam adalah salah satu daerah tersebut, sehingga perlu aplikasi administrasi sipil yang dijawab oleh penelitian ini. Penelitian dan pengembangan dilakukan dengan menggunakan kerangka SCRUM dan UML. Aplikasi kemudian diimplementasikan dan di-host di baloiindah.epizy.com. Ditemukan adanya peningkatan layanan dalam kecepatan dan kepuasan layanan dengan penggunaan aplikasi ini. ********************************************************************** Civil administration is one of the most important and impactful section when adopting IS / IT. With digitalizing civil administration can provide faster, securer and more convenient services to citizen. IS / IT adoption for that section in Indonesia is rising every time but the lack of funding and expertise throughout Indonesia making E-government development stagnated. Baloi Indah located in Batam is one of the said region, thus needs civil administration application that was answered by this research. The research and development are conducted by using SCRUM framework and UML. The application then implemented and hosted at baloiindah.epizy.com. It is found there are increasing services in service speed and satisfaction by using the application.
