Abstract
Modern Pavement Management System (PMS) shall be capable of interpretation, prediction, optimization and have a good decision support for stakeholders. This can be achieved if all of the historical data and existing condition have been well integrated. Required the development of the concept of Decision Support System (DSS), which is able to provide an overview of the implementation of integration between the process of interpretation and optimization of road maintenance. The chosen approach is the model development of Geographic Information System (GIS) with open source software. The study was conducted on the entire national road network in Java Island which are paved with the flexible pavement. This concept is modeled as an application interface that is capable of receiving input of numeric and the coordinates then give of output in the form of text, numeric, tabular, and graphical. The method used is to perform integration big data and processing simulation, optimization process, into a simple display. Results of the developed model has been implemented by integrating data mining (DM) and optimization, is able to display the simple application interface and can provide ease of stakeholders to implement a PMS with simple steps.
