Abstract
The implementation of performance management systems in Indonesia’s local government has not achieved its intended benefits. Hence, understanding of the processes necessary to institutionalize PMS, and the facilitators of, and impediments to, a successful implementation is needed. As such, this paper evaluates a successful PMS implementation in local government in Indonesia. The findings revealed adoption relied on directives from senior management and overcoming the organisational members’ lack of technical skills with training and increased levels of supervisory and monitoring mechanisms. The Mayor played a major role in institutionalizing the PMS, especially in integrating the outcome-based measures into the planning, reporting, monitoring and evaluation and reward systems.
