Abstract

Sehubungan dengan pelaksanaan fungsi dan wewenangnya, semua Hak Pengelolaan (HPL) yang sebelumnya di miliki oleh Otoritas Pengembangan Industri Pulau Batam (Otorita Batam) dan HPL yang sebelumnya dimiliki oleh Pemerintah Kota Batam dialihkan ke BP Batam, secara substansial hukum antara Pemerintah Batamdan BP Batam mengalami konflik, baik regulasi Pulau Batam dalam kerangka kawasan industri dan kemudian berkembang menjadi kawasan perdagangan bebas dan pelabuhan bebas, sertadalamkerangkaregulasiotonomidaerah. ********************************************************************** Regarding to the implementation of its functions and authorities, all Management Rights (HPL) previously owned by the Batam Island Industrial Development Authority (Otorita batam) and HPL that were previously owned by the Batam City Government were transferred to BP Batam. Substantially the regulation between the Batam Government and BP Batam experienced conflict, both the regulation of Batam Island within the framework of the industrial estate and then developed into a free trade area and free port, as well as within the framework of regional autonomy regulation.
