Abstract

Penelitian Skripsi ini dilakukan dengan tujuan untuk mengurangi penyalahgunaan izin yang telah dikeluarkan oleh Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (DPMPTSP) yang terjadi di panti pijat kota Batam. Salah satu masalah yang ditemukan yaitu maraknya dan semakin bebasnya prostitusi berkedok bisnis di kota Batam akibat kurangnya pengawasan terhadap perizinan yang sudah dikeluarkan. Sebagian pengusaha panti pijat tidak memiliki izin resmi, melainkan hanya menggunakan izin Surat Keterangan Izin Usaha (SKDU) oleh kecamatan. Sedangkan izin tersebut hanya sebagai pengantar untuk mengurus izin di Menteri Pariwisata. Berdasarkan uraian tersebut, penulis meneliti dan menyiapkan data-data akurat tentang benar adanya penyalahgunaan izin tersebut untuk DPMPTSP agar dapat mengambil tindakan lebih lanjut yang penulis sudah uraikan pada skripsi ini tentang saran dan tindakan yang harus dilakukan oleh pihak aparat negara agar lebih tegas dan adil. Metode pelaksanaan yang digunakan dalam proses penelitian panti pijat kota Batam yaitu menggunkan metode penelitian Empiris. Selanjutnya mencari data dengan cara wawancara pihak terkait yaitu narasumber usaha, aparat negara Kepolisian Bareskrim, Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (DPMPTSP) atau Mall Pelayanan Publik. Observasi data-data yang didapatkan secara akurat. Pembagian kuisioner untuk survey kepekaan masyarakat terhadap panti pijat plus-plus dan pengambilan sample yaitu sample panti pijat yang telah di teliti untuk penyelesaian penelitian ini. Dari hasil analisa penulis memberikan beberapa bukti terkait benar terjadinya penyalahgunaan izin panti pijat tersebut. Serta memberikan masukan dan saran terhadap DPMPTSP agar dapat menindaklanjuti pelanggaran hukum seperti ini. One of the problems found was the rampant and increasingly free prostitution under the guise of business in the city of Batam due to the lack of supervision of licenses that had been issued. Some massage parlors do not have official permits, but only use a business permit certificate (SKDU) by the sub-district. While the permit is only an introduction to taking care of permits at the Minister of Tourism. Based on the description, the author examines and prepares accurate data about the correct misuse of the permit for DPMPTSP in order to take further action which the author has described in this thesis about suggestions and actions that must be taken by the state apparatus to be more assertive and fair. The implementation method used in the research process of Batam city massage parlors is using the Empirical research method. Furthermore, looking for data by interviewing the relevant parties, namely business sources, state apparatus, Bareskrim Police Department, One-Stop Integrated Services Investment Service (DPMPTSP) or Public Service Mall. Observation of data obtained accurately. Distribution of questionnaires for community sensitivity surveys of plus-plus massage parlors and sampling of massage parlor samples that have been studied for completion of this study. From the analysis, the authors provide some evidence regarding the true occurrence of misuse of the massage parlor's permission. As well as providing input and suggestions to DPMPTSP in order to be able to follow up on legal violations like this.
