Abstract

Harbour Bay Mall merupakan salah satu tempat dengan berbagai sumber tarikan yang variatif di kota Batam. Keberadaan berbagai sumber tarikan ini berpotensi menjadi tantangan untuk penyediaan lahan parkir yang bisa menyeimbangi tingkat kebutuhan parkir yang ada secara mencukupi dan berkelanjutan. Peningkatan jumlah kendaraan di Batam yang berbanding lurus dengan peningkatan jumlah penduduk kota Batam juga menjadi tantangan lain yang wajib diperhitungkan. Diperlukan analisis kebutuhan parkir untuk mengetahui serta merencanakn kinerja parkir di Harbour Bay Mall. Tujuan penulis melakukan penelitian ini adalah agar tingkat kebutuhan parkir di Harbour Bay Mall bisa diketahui dan diproyeksikan perubahannya untuk 10 tahun ke depan dengan bersumber dari buku Pedoman Direktorat Jenderal Perhubungan Darat 1996. Pengambilan data dilakukan penulis pada hari Jumat, Sabtu, dan Minggu dari pukul 10.00-22.00 WIB sesuai jam operasional Harbour Bay Mall. Hasil penelitian penulis menunjukkan Indeks Parkir untuk jenis kendaraan mobil, motor, bus, dan lori adalah 43,69%, 40,21%, 60%, dan 75%. Hasil perhitungan nilai kinerja ruas parkir untuk jenis kendaraan mobil, motor, bus, dan lori adalah 2,28, 2,48, 1,66 dan 1,33. Sehingga dapat disimpulkan bahwa tingkat pemenuhan kebutuhan parkir di Harbour Bay Mall masih memadai, dengan indeks pertumbuhan penduduk Batam sebesar 19,2% dan total kapasitas petak parkir di Harbour Bay Mall pada tahun 2018 adalah sebanyak 988 unit kendaraan, maka dapat diperkirakan bahwa dalam 10 tahun mendatang dibutuhkan 5722 kapasitas unit kendaraan, yang berarti diperlukannya penambahan kapasitas untuk memenuhi kebutuhan parkir yang akan datang. ********************************************************************** Harbour Bay Mall is one place with a variety of varied attractions in the city of Batam. The existence of various sources of attraction has the potential to be a challenge for the provision of parking lots that can compensate for the level of parking needs that are sufficient and sustainable. The increase in the number of vehicles in Batam that are directly proportional to the increase in the population of Batam city is also another challenge that must be taken into account. Parking requirements analysis is needed to find out and plan parking performance at Harbour Bay Mall. The purpose of the writer to do this research is that the level of parking needs at Harbour Bay Mall can be known and projected to change for the next 10 years from the Guidelines of the Directorate General of Land Transportation 1996. The data collection is done by the author on Friday, Saturday and Sunday from 10:00 -22.00 WIB according to operating hours of Harbour Bay Mall. The results of the study showed that the Parking Index for the types of cars, motorbikes, buses and lorries was 43.69%, 40.21%, 60%, and 75%. The results of the calculation of the performance value of the parking segment for the types of cars, motorbikes, buses and lorries are 2.28, 2.48, 1.66 and 1.33. So it can be concluded that the level of fulfillment of parking needs at Harbour Bay Mall is still adequate, with the Batam population growth index of 19.2% and the total capacity of parking lots at Harbour Bay Mall in 2018 is as many as 988 units of vehicles, it can be estimated that in 10 years In the future, 5722 units of vehicle capacity are needed, which means the need for additional capacity to meet future parking needs.
