Abstract

Kota Batam memiliki lokasi yang sangat strategis dan juga sangat banyak peminat Narkotika dilihat dari banyaknya Penangkapan Bandar-bandar Narkotika yang di tangkap oleh aparat penegak hukum tetapi hal tersebut dianggap biasa aja. Tujuan dari penelitian ini adalah untuk mengetahui aspek Kriminologi dan Yuridis dari kejahatan Peredaran Narkotika oleh Badan Narkotika Nasional Provinsi Kepulauan Riau. Metodologi yang digunakan dalam penelitian ini adalah penelitian empiris. Data yang digunakan adalah data primer yang didapat dari lapangan dan data sekunder yang diperoleh dari lapangan. Setelah semua telah terkumpul maka data kemudian diolah dan dianalisis, analisis yang digunakan secara kualitatif maksudnya adalah mengelompokan data aspek-aspek yang diteliti, selanjutnya diambil kesimpulan yang berhubungan dengan penelitian ini. Kemudian diuraikan secara deskriptif. Berdasarkan studi penelitian ini maka Hasil yang didapatkan antara lain: pertama faktor-faktor yang menyebabkan seseorang melakukan kejahatan peredaran Narkotika adalah selain dikarenakan faktor ekonomi, lingkungan, pendidikan dan faktor lainya yang tidak bisa dihindari, kedua adalah upaya-upaya yang dilakukan oleh BNNP Kepri adalah upaya pre-emtif, preventif (pencegahan) dan refresif yang sistematis, teraras, terartur untuk bias mencapai tujuan dari Pencegahan dan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkotika (P4GN). -------------------------------------------------------- Batam City has a very strategic location and is also very much interested in Narcotics in terms of the large number of arrests of Narcotics airports captured by law enforcement officers but this is considered normal. The purpose of this study was to determine Criminology and Juridical aspects of the crime of Narcotics Circulation by the National Narcotics Agency of the Riau Islands Province. The methodology used in this study is empirical research. The data used are primary data obtained from the field and secondary data obtained from the field. After all has been collected, the data is then processed and analyzed, the analysis used qualitatively is the purpose of grouping the data of the aspects under study, then the conclusions drawn are related to this research. Then described descriptively. Based on this study, the results obtained include: first the factors that cause a person to commit narcotics circulation are other than due to economic, environmental, education and other factors that cannot be avoided, secondly, the efforts made by BNNP Kepri are pre-emptive, preventive (refractive) and refresive efforts that are systematic, aligned, and articulated to achieve the objectives of the Prevention and Eradication of Narcotics Abuse and Illicit Distribution (P4GN).
