Abstract

Kinerja pegawai ASN khususnya di Puskesmas sebagai konsekuensi tuntutan masyarakat terhadap kebutuhan akan pelayanan prima atau pelayanan yang bermutu tinggi. Puskesmas sebagai garda terdepan layanan kesehatan tingkat dasar mempunyai peran yang sangat strategis sebagai institusi pelaksana teknis, sehingga dituntut memiliki kemampuan dalam meningkatkan kualitas pelayanan kesehatan primer melalui peningkatan kinerja sumber daya manusianya. Penelitian ini menggunakan penelitian kausal komparatif dengan pendekatan kuantitatif yang bertujuan untuk menganalisis pengaruh motivasi, komitmen, dan lingkungan kerja terhadap kinerja pegawai Aparatur Sipil Negara (ASN) puskesmas di Kabupaten Karimun. Responden pada penelitian ini adalah seluruh pegawai ASN puskesmas di Kabupaten Karimun, antara lain : Puskesmas Tanjung Balai, Puskesmas Meral, Puskesmas Tebing, Puskesmas Tanjung Batu Kundur, Puskesmas Tanjung Berlian Kundur Utara, Puskesmas Sawang Kundur Barat, Puskesmas Belat, Puskesmas Moro, Puskesmas Durai, Puskesmas Buru, Puskesmas Niur, Puskesmas Meral Barat, dan Puskesmas Ungar. Analisis yang digunakan adalah regresi linier berganda. Pengujian hipotesis menggunakan uji F dan uji t pada taraf nyata. Hasil penelitian membuktikan bahwa motivasi, komitmen, dan lingkungan kerja berpengaruh signifikan terhadap kinerja pegawai ASN puskesmas di Kabupaten Karimun. Berdasarkan hasil penelitian terdapat beberapa saran, yaitu: Motivasi pegawai ASN bisa ditingkatkan dengan mengadakan program-program seminar, pelatihan atau training yang dapat mengupgrade skill dari masing-masing pegawai ASN. Komitmen pegawai ASN bisa ditingkatkan dengan menentukan prioritas dari pekerjaan, melakukan aktivitas yang berguna, menunda dan menghilangkan aktivitas yang tidak berguna, memberikan kewenangan kepada pegawai ASN Puskesmas untuk mengontrol keputusan. Lingkungan kerja dapat diciptakan dengan menjadikan lingkungan kerja fisik dan non-fisik lebih baik. ********************************************************************** The performance of ASN employees, especially in Puskesmas, is a consequence of the demands of the community for the need for excellent service or high quality services. Health centers as the frontline of basic level health services have a very strategic role as technical implementing institutions, so they are required to have the ability to improve the quality of primary health services through improving the performance of their human resources. This research uses comparative causal research with a quantitative approach that aims to analyze the influence of motivation, commitment, and work environment on the performance of employees of the State Civil Apparatus (ASN) puskesmas in Karimun District. Respondents in this study were all ASN health center employees in Karimun District, among others: Tanjung Balai Health Center, Meral Health Center, Tebing Health Center, Tanjung Batu Kundur Health Center, Tanjung Berlian Kundur North Health Center, Sawang Kundur Barat Health Center, Belat Health Center, Moro Health Center, Durai Health Center , Buru Health Center, Niur Health Center, West Meral Health Center, and Ungar Health Center. The analysis used is multiple linear regression. Testing the hypothesis using the F test and t test at the real level. The results of the study prove that motivation, commitment and work environment have a significant effect on the performance of ASN health center employees in Karimun District. Based on the results of the study there are several suggestions, namely: Motivation of ASN employees can be increased by holding seminars, training or training programs that can upgrade the skills of each ASN employee. The commitment of ASN employees can be increased by determining the priorities of the work, carrying out useful activities, delaying and eliminating useless activities, giving authority to employees of the ASN Puskesmas to control decisions. The work environment can be created by making the physical and non-physical work environment better.
