Abstract

To reduce environmental damage from industrial development in Indonesia, the government implements sustainable development by requiring businesses to comply with UKL-UPL when they obtain environmental permits and industrial permits. But pollution still occurs, one of which is done by all parts of Batam industry. Even though they already have UKL-UPL, they still violate the agreed terms. In addition to the pungent smell, the plant also dumps waste into the sea causing harm and health problems for the surrounding community, thus casting doubt on the effectiveness of the implementation of UKL-UPL. This research is qualitative descriptive research. The results of this study show that its implementation is ineffective, although the regulations are clear and in accordance with the growing societal problems, the expected results in reducing water pollution are ineffective. Due to the lack of awareness of business actors to comply with UKL-UPL, the execution and enforcement of violations by the Environment Agency has not been optimal and there are elements that inhibit efficiency.
