Abstract

Adanya ketersediaan infrastruktur merupakan salah satu hal yang penting dalam rangka pengembangan pembangunan ekonomi di suatu wilayah. Infrastruktur juga merupakan salah satu bagian penting dalam mempercepat proses pembangunan ekonomi nasional. Infrastruktur dipercaya sebagai salah satu roda penggerak pertumbuhan ekonomi. Infrastruktur dapat dibagi menjadi tujuh kelompok, yaitu Infrastruktur transportasi, seperti jalan dan jembatan, Infrastruktur pelayanan transportasi, seperti bandara, terminal dan pelabuhan, Infrastruktur komunikasi, Infrastruktur pengairan, seperti sistem pengairan, pembuangan air, dan jalannya air (sungai, saluran pipa air), Infrastruktur bangunan, Infrastruktur distribusi dan produksi energi, Infrastruktur pengolahan limbah Adanya infrastruktur dapat mempermudah kegiatan ekonomi disuatu negara yang pada akhirnya akan mempengaruhi pertumbuhan ekonomi di negara tersebut. Implementasi Hukum Pembangunan Infrastruktur Daerah Hiterland di Kecamatan Bulang Kota Batam Tahun Anggaran 2018 sejatinya dibentuk untuk mewujudkan tujuan mulia pemenuhan kebutuhan masyarakat yang dibarengi dengan pencapaian keuntungan finansial untuk menambah Pendapatan Asli Daerah (PAD). Sayangnya, sejak Implementasi Hukum Pembangunan Infrastruktur Daerah Hiterland di Kecamatan Bulang Kota Batam Tahun Anggaran 2018 yang lalu hingga saat ini, isu inefisiensi masih kerap menimpa pemerintah daerah ini. Alhasil, kontribusi terhadap PAD pun sangatlah minim, apalagi fungsi pelayanan terhadap masyarakatnya. ********************************************************************** The availability of infrastructure is one of the important things in the framework of developing economic development in a region. Infrastructure can be divided into seven groups, namely transportation infrastructure, such as roads and bridges, transportation service infrastructure, such as airports, terminals and ports, communication infrastructure, irrigation infrastructure, such as irrigation systems, water disposal, and waterways (rivers, water pipes) , Building infrastructure, Energy distribution and production infrastructure, Waste processing infrastructure The existence of infrastructure can facilitate economic activities in a country which will ultimately affect economic growth in the country. Implementation of the Hiterland Regional Infrastructure Development Law in Bulang Kota District, Batam 2018 Fiscal Year is actually formed to realize the noble goal of fulfilling the needs of the community coupled with the achievement of financial benefits to increase Regional Original Income (PAD). Unfortunately, since the implementation of the Hiterland Regional Infrastructure Development Law in Bulang Kota District of Batam in the previous Budget Year 2018 to date, the issue of inefficiency still often befalls this regional government. As a result, the contribution to PAD was very minimal, especially the function of service to the community.
