Abstract
Balai Monitor Spektrum Frekuensi Radio Kelas II Batam merupakan unit pelaksana Teknis Bidang Monitor Spektrum Frekuensi Radio yang berada di bawah Kementrian Komunikasi dan Informatika Republik Indonesia, wilayah kerja Balai Monitor Kelas II Batam meliputi seluruh wilayah administrasi Provinsi Kepulauan Riau. Untuk melaksanakan tugas dan fungsinya dalam pengawasan dan pengendalian dibidang penggunaan Spektrum frekuensi radio, Balai Monitor Spektrum Frekuensi Radio Kelas II Batam menggunakan perangkat-perangkat alat ukur telekomunikasi, seperti : Spektrum Analyzer, Signal Generator, Field Strength Meter, Reciever, dan lain-lain. Selama ini Balai Monitor Spektrum Frekuensi Radio Kelas II Batam mengambil data penentuan Threshold secara Manual, dengan mengambil nilai Threshold secara manual hasil dari grafik tidak terlalu Presisi, sehingga dibuatlah sebuah Metode Dynamic untuk menentukan nilai Threshold. Pada pengukuran Okupansi dengan Metode Dynamic ini ada 11 (sebelas) Band yang bias diukur dengan Metode Dynamic yaitu Radio FM (87.6 – 1-8 MHz) – BWA (3300 – 3400 MHz), dimana untuk mencari nilai Threshold tersebut di ambil dari data pengukuran Noise Floornya. Hasil Implementasi penentuan Threshold secara Dynamic telah mampu membuat nilai Threshold menjadi lebih presisi. Kekurangan dari Metode Dynamic ini adalah hanya bisa mencari nilai Threshold 11 Band saja, dikarenakan Band Hf nilai Noise floornya fluktuatif jadi tidak bisa dibuat nilai acuan untuk mencari noice floor. Untuk itu penulis menyimpulkan masih menguntungkan menggunakan Metode Manual dimana Band yang di dapat diukur secara menyeluruh. To carry out its duties and functions in the supervision and control in the field of radio frequency spectrum usage, the Class II Radio Frequency Spectrum Monitoring Center Batam uses telecommunication measuring devices, such as: Spectrum Analyzer, Signal Generator, Field Strength Meter, Receiver, and others. During this time Class II Batam Radio Frequency Spectrum Monitoring Center took data on the determination of the Threshold Manually, by taking the Threshold value manually the results of the graph are not too Precision, so a Dynamic Method was created to determine the Threshold value. In the Occupancy measurement with this Dynamic Method there are 11 (eleven) Bands that can be measured by the Dynamic Method namely FM Radio (87.6 - 1-8 MHz) - BWA (3300 - 3400 MHz), where to find the Threshold value is taken from the measurement data The Noise Floor. The results of the Dynamic Threshold determination implementation have been able to make the Threshold value more precise. The disadvantage of this Dynamic Method is that it can only find the Threshold 11 Band value, because the Hf Band has no fluctuating Noise floor value so it cannot be made a reference value to find the noice floor. For this reason, the authors conclude that it is still profitable to use the Manual Method where the band can be measured thoroughly.
