Abstract

Setiap produk pangan yang di konsumsi oleh masyarakat sebagai konsumen harus memenuhi suatu standar, baik terhadap standar keamanan maupun kesehatan. Akan tetapi, masih terdapat produk pangan yang tidak memenuhi standar beredar di masyarakat yakni ikan makarel kaleng yang mengandung cacing pita di dalamnya. Penelitian ini ini memiliki 3 (tiga) tujuan yang ingin dicapai, yaitu untuk menganalisis bagaimana pengawasan, tanggung jawab pelaku usaha serta bentuk perlindungan yang diberikan kepada konsumen terkait peredaran makanan kemasan yang tidak memenuhi standar kesehatan di Kota Batam. Metode penelitian yang digunakan adalah metode penelitian empiris, dengan menggunakan metode studi lapangan yang di dukung oleh metode studi kepustakaan. Data yang digunakan berupa data primer dan juga di dukung oleh data sekunder. Setelah semua data diperoleh, maka data tersebut kemudian diolah dan dianalisis. Selanjutnya diambil kesimpulan yang berhubungan dengan penelitian ini, serta diuraikan secara deskriptif. Berdasarkan hasil penelitian yang dilaksanakan, Peneliti menyimpulkan bahwa dimana sudah adanya peraturan yang mengatur mengenai standar pangan dan perlindungan kepada konsumen tetapi belum berjalan secara efektif dimana masih terdapat adanya makanan kemasan yang tidak memenuhi standar kesehatan di masyarakat. Oleh karena itu diperlukan kepastian dari instansi-instansi pemerintah dalam menangani permasalahan tersebut. ********************************************************************** Every food product consumed by the public as consumers must meet a standard, both to safety and health standards. However, there are still food products that do not meet the standards circulating in the community, namely canned mackerel which contains tapeworms in it. This study has 3 (three) objectives to be achieved, namely to analyze how supervision, responsibility of business actors as well as forms of protection provided to consumers related to the circulation of packaged food that does not meet health standards in the city of Batam. In writing this thesis report, the author uses an empirical type of research, by using the field study method which is supported by the literature study method. The data used are primary data and are also supported by secondary data. After all data is obtained, the data is then processed and analyzed. Furthermore, conclusions related to this study were drawn, and are described descriptively. Based on the results of research conducted so far, the researchers concluded that where there are already regulations governing food standards and protection to consumers but have not yet run effectively where there are still packaged foods that do not meet health standards in the community. Therefore certainty is needed from government agencies in dealing with these problems.
