Abstract

ABSTRAK Pelaksanaan suatu pekerjaan proyek pada umumnya telah menyusun rencana dan jadwal sebelum proyek berlangsung dengan harapan proyek tersebut dapat berjalan sesuai dengan perencanaan awal. Namun tidak semua rencana dapat berjalan sesuai harapan. Masalah dapat muncul jika adanya ketidaksesuaian antara perencanaan dengan pelaksanaan. Hal ini dapat mengakibatkan terjadinya keterlambatan dalam pelaksanaan suatu pekerjaan proyek yang dapat menimbulkan perubahan atau kenaikan biaya yang tidak sesuai rencana. Penelitian ini dilakukan dengan upaya untuk mengetahui ataupun menemukan penyebab utama dari faktor bahan, tenaga kerja, peralatan, keuangan, lingkungan, karakteristik tempat, perjanjian kontrak dan perencanaan waktu serta pengontrolan yang merupakan penyebab keterlambatan. Penelitian dilakukan dengan menyebarkan kuesioner yang telah dirancang kepada 30 responden yang berkaitan yang pelaksanaan pekerjaan proyek (proyek pembangunan perumahan di X Residence, Batam). Hasil kuesioner dianalisa menggunakan Uji Statistik Non Parameterik dengan metode analisis koefisien Kendall’s W yang menggunakan program SPSS Statistics 21.0 for Windows. Dari hasil penelitian yang dilakukan, mengetahui bahwa keterlambatan dalam melakukan proses pembayaran oleh pemilik (owner) yang merupakan penyebab utama terjadinya keterlambatan. Dapat dilihat bahwa nilai Chi – Square hitung > Chi – Square tabel (91.199 > 11.07), nilai probabilitas error 0.000 < taraf signifikasi (?) = 0.05, maka kesimpulan yang diambil bahwa terdapat kesepakatan antara para responden terhadap faktor keterlambatan yang mempengaruhi. Serta mendapatkan nilai koefisien konkordansi Kendall’s W pada tingkat korelasi yang saling berhubungan sebesar 60.8% yang berada pada interpretasi koefisien diantara 0.600 – 0.799 dengan tingkat kesepakatan atau keselarasan antara responden yang kuat. ********************************************************************** ABSTRACT Construction project generally has schedules and construction plans before the project take place. Planning is made with the hope that project can run according to the initial plan. But not all the plan can go as expected. Hence, the problems will arise if there is incompatibility or accordance between planning and implementation. This problem can lead to delays in performing construction of a project which will cause changes or increases in costs that are not according to the plan. This research was conducted in an effort to find out the main causes of materials, labor, equipment, financial, environtment, site characteristics, contractual agreements and scheduling and controlling techniques factors that causing the delay. The research was carried out by distributing questionnaires that have been designed to 30 respondents which related to performing construction project (housing development project of X Residence, Batam). The results of the questionnaire were then analyzed using the Non-Parametric Statistical Test with Kendall's W coefficient test method using SPSS Statistics 21.0 for Windows program. From the results of research conducted, it can be seen that the main cause of delays that affect the project completion process is delay in the payment process by the owner. It can be seen that with the Chi - Square calculated value > Chi - Square table value (91.199> 11.07) and the error probability value 0.000 < significance level (?) = 0.05, so the conclusions means that there is an agreement between the respondents on the factors that affect the delay. As well as getting the concordance coefficient Kendall's W at the level of correlation that is interconnected by value for 60.8% which is in the interpretation level of the coefficient between 0.600 - 0.799 with the level of agreement or alignment between respondents is strong.
