Abstract

Kualitas pendidikan sebagai hasil pembelajaran di sekolah merupakan tolak ukur keberhasilan proses pendidikan di Indonesia. Peran guru merupakan salah satu bagian proses yang sangat mempengaruh kegiatan belajar mengajar sesuai kaidah yang diamanatkan undang-undang dengan tujuan menjadikan siswa memiliki kognisi, afeksi dan psikomotor yang handal. Guru sebagai pekerja yang berperan mendidik dan melatih siswa di ruangan maupun di luar perlu mendapatkan kesejahteraan yang memadai. Pemberian tunjangan profesi guru merupakan terobosan yang dilakukan pemerintah untuk memacu peningkatan kualitas dan profesionalitas guru. Namun timbul pertanyaan dalam permasalahan penelitian ini yaitu keefektifan pemberian tunjangan profesi guru bagi guru-guru SMA di wilayah hinterland Kota.Penelitian ini bertujuan mengetahui sejauh mana efektifitas pemberian tunjangan profesi guru SMA di wilayah hinterland Kota Batam. Manfaat penelitian ini adalah untuk menambah wawasan pengetahuan keilmuan serta memberi sumbangan saran tentang pemikiran tunjangan profesi guru dalam rangka meningkatkan kinerja guru dan kualitas pendidikan di wilayah hinterland Kota. Penelitian ini merupakan penelitian lapangan dengan pendekatan kualitatif. Sumber data primer penulis bersumber wawancara dengan Kepala SMA di wilayah hinterland Kota Batam sedangkan sumber data sekunder adalah dokumen-dokumen dan hasil observasi yang dilakukan. Metode yang digunakan dalam penelitian ini yaitu: observasi, wawancara, dokumentasi. Setelah melakukan analisis data dengan pendekatan kualitatif, maka diperoleh kesimpulan sebagai berikut: (1) Efektifitas Peraturan Pemerintah Republik Indonesia Nomor 41 Tahun 2009 tentang Tunjangan Profesi Guru dan Dosen, serta Tunjangan Khusus Guru dan Dosen, serta Tunjangan Kehormatan Profesor di Kota Batam sudah dilaksanakan oleh guru SMA di wilayah hinterland Kota Batam, meskipun dampak pelaksanaan dapat merugikan guru terbut. (2) Solusi yang diterapkan oleh Kepala SMA di Wilayah Hinterland tentang pemberlakuan Peraturan Pemerintah Republik Indonesia Nomor 41 Tahun 2009 tentang Tunjangan Profesi Guru dan Dosen, serta Tunjangan Khusus Guru dan Dosen, serta Tunjangan Kehormatan Profesor di wilayah hinterland Kota Batam mengedepankan pemenuhan beban kerja guru-guru dengan mencari tambahan mengajar di sekolah lainnya. ********************************************************************** The quality of education as a result of learning in schools is a benchmark of the success of the education process in Indonesia. The role of the teacher as one part of the process greatly influences teaching and learning activities according to the rules mandated by the law with the aim of making students have reliable cognition, affection and psychomotor. Teachers, as workers, play crucial role in educating and training students and need to obtain satisfactory welfare. Teachers’ professional allowance is a breakthrough made by the government to spur improvement in the quality and professionalism of teachers. The question arises in this research was the effectiveness of the high school teacher professional allowance in the hinterland area of the City.This study aimed to determine the effectiveness of the provision of professional allowance for high school teachers in the hinterland area of Batam City. The uses benefits of this study were to broaden scientific knowledge for writers in particular and for readers as well as to contribute further recommendation on teacher professional allowances in order to improve teacher performance and quality of education in hinterland area. This research employed qualitative approach. The writer's primary data source was interview with the High School Principal in the hinterland area of Batam City while secondary data sources are documents and observations made. The methods used in this study are observation, interviews, documentation. After analyzing the data with qualitative approach, the following conclusions are obtained: (1) The effectiveness of "Government Regulation of the Republic of Indonesia Number 41 2009 regarding Professional Allowance for Teachers and Lecturers, as well as Special Allowances for Teachers and Lecturers, and Honorary Allowances for Professors" in Batam City is implemented by high school teachers in the Batam City hinterland region, although the impact of the implementation could be detrimental to those teachers. (2) The solution implemented by the High Schools Principal in the Hinterland Region regarding the application of "Government Regulation of the Republic of Indonesia Number 41 of 2009 concerning Professional Allowance for Teachers and Lecturers, as well as Special Allowances for Teachers and Lecturers, and Honorary Allowances of Professors" in the hinterland region of Batam City prioritizes the fulfillment of the workload of teachers by teaching at other schools.
